With many radios you can reduce the power by applying a small voltage
(often negative with respect to the ground of the rig) to the ALC line
of one or other of the sockets.
I've done this with the TS850S in the past to get QRPp on HF.
However, you may find that you need to carefully control the voltage as
a small change in voltage level can cause a relatively large change in
the output power.
Pin 8 on the EXT.CONT connector (page 96 of the TS2000 manual) looks a
good bet for altering the RF of the 144MHz output. Specification is for
a maximum (or should that be a minimum?) of -7V, but you may find that
you need to experiment with different voltages to find the output level
that you want.
