[Moon-net] ALC spikes more

In some of the SDR radios,  such as the Flex Radio's,  the ALC is 
"anticipatory" in nature (through use of a delay line) and this is 
followed by filters which have very steep skirts and deep out of band 
rejection before the zero IF (I/Q) signal is modulated on frequency.  So 
it may be used for dynamic regulation.
