[Moon-net] Sending "test" messages to moon-net - why?

Just curious:

Why do people send "test" messages to moon-net?  I've subscribed to literally
hundreds of different mailing lists over the past two and a half decades -
going all the way back to the days of the arpanet, yet I've never seen a list
that gets as many "test" messages as does this one. Personally, I find them to
be more annoying than the cw-vs-digital debate.

Although it is prohibited by administrative edict, cw-vs-digital is at least
germane to the list topic- unlike "test" messages which are almost universally
accepted as a violation of mailing list etiquette.
