the diode is removing 1/2 the AC cycle.  since it goes through a cap, it
still looks like distorted AC at 1/2 the voltage.  so the power is reduced
to either 1/2 or 1/4 (my motors course was 40 years ago!)

the pulsed method in other replies gives full power at reduced speed.
