[Moon-net] 2m EME from JD1 Ogasawara (QL17cb)

Update for 2m EME operation from JD1 Ogasawara:

1) Web

Someone report to us they cannot access to our main web pages and
I received an answer from web admin via JD1BLY last night. The rental
server has strong access control lists to protect services by the
server. So, we have built up temporally mirror site that has no ACL.
Please remain that mirror site mirrors pages from main site once
a hour, but online log and logger are does not work.

2) Special request

Some people asked to make a SKED and band requesting to us. At this
time, we cannot make any empty promises... If you have request,
please ask to us on N0UK logger after starting stable operation in
Ogasawara.

3) Japanese band plan for 2m

Please understand our band plan. We can TX digital mode under 144.1
MHz. So, we must do split operation for managing QSO between US
(and some EU countries?) and JD1. We TX on 144.075, RX 075 or 115.
