I have take notice of the same phenomena and for my SSB echo test I 
Make that always during that period. I also remark a wiedr spectrum
In function of the WX condition cloud to clear sky. I do have even
record
During the Bochum test lat yeart with clear sky and later clouds up to
alto cumulus.
There was no stratus clouds at that time

I believe that this effect is well known and caused by the minima in  
Libration at this time.
