Michael,

I'll answer the IC question,

The IC-746 has two PTT lines via the back ACC connectors.  One is for HF/6M 
and the other is for 2M.  I would suspect you are trying to communicate with 
the 746 via the HF side.  Check the manual for the pinout on the 2M 
accessory socket (I don't have my manual readily available).
