Yes - but not cheap.

One common solution is a PCI card that either accepts
time code from a LTC input or from a GPS - we use the
latter.  Even runs a simple NTP service under Windows XP
that network and other equipment can sync to ...
and is extremely accurate.  

If memory is right this was in the US $500 range ...
but I suspect that you probably don't need a time source
with that level of accuracy (low strata).

I've got one of their small GPS solutions - maybe 2cm square
and you provide power to it and it sends back NEMA like data
on a serial connection.  

Suppose there should be a simple software package out there
that can parse time information retrieved from such a GPS
and set a computer's clock.  (There's a couple of us who
are looking at building up a mobile EME setup ... and we'll
need such a solution.)
