[Moon-net] How to interface Winrad with an external I/O DLL

I have just uploaded to the sites
http://www.weaksignals.com   and   http://www.winrad.org
a PDF document with the specifications that a DLL meant to control an external hardware must adhere to, in order to be
possible to interface it with Winrad

At the same time V1.23 of Winrad has been released, with the following changes :

* Modified the support of the external I/O DLL to make it consistent with the published specs.
* The LO and Tune displays exchanged of place on the Winrad screen
* Tweaked the upper waterfall/spectrum timer

Please report any problems, inconsistencies, strange behaviors, etc.  Thanks
