I bought a GS23B tetrode from Pavel through his eBay store back in 2004. 
  It arrived in less than 2 weeks and worked very well in my homebuilt 
amplifier.

I decided to upgrade my power supply in summer 2007 using one of the 
large filter capacitors he sells.  This was a different experience. 
Despite the listing in his eBay store, the capacitors were not in stock. 
  He used to maintain some parts stock in the USA (Texas), but that may 
no longer be true.  It took in excess of 6 weeks for the capacitor to 
arrive and was poorly packaged.  Fortunately, it suffered no damage and 
worked OK.  I left positive feedback for him on eBay, but advised 
potential buyers that they might expect many weeks before they saw their 
order.  I did not mention the weak box that he used.

After posting my eBay feedback, Pavel wrote me a very nasty, insulting 
email and blocked me from doing any more purchases at his eBay store. 
Perhaps there is a language problem.  I did not give him negative 
feedback and my warning about long delivery was a simple statement of 
fact.  He did not have to block me because I will no longer order parts 
from him.
