Hi Gang:
Well lets get this problem settled of SELF SPOTTING / ASSISTED.

It seams that all the contest are fighting about CW, PHONE verses DIGITAL. In the OLD DAYS the term "if you hear them you can work them" was the theme for all contest. Now in the 21 century we have to change the rules as computers are where things are happing. Joe K1JT has given us a program that has increased the amount of people on the bands above 50 MHz.This has been a BIG step forward for all the contest Above 50 MHZ. The problem is the "old group" still believes in "if you hear them you can work them" therefore you do not need clusters. But it is ok to use a cluster to spot a DX station but it is not ok to have the DX station post his frequency on the cluster during the contest. Posting of the "legal" form is send out by e mail to everybody telling them where you will be before the contest or have another station post where they are and how they want to run the stations during the contest.
With that said there is two options:
1. Post to everybody on every cluster where you will be operating and mode before the contest. some stations may make a list of ALL the stations and frequencies / modes so that all the stations can be worked.(none assisted mode)

2. Have all stations that are working the contest post who they just worked and the frequency / mode so others can work them.( assister mode)

Or we can just have fun ( you should remember the word fun from your youth) and just work all the stations you can and enjoy the challenge use any mode you want and if you are using digital post where you are. Who cares about getting there name in print or some certificate with there name and call on it.

The contest people can enjoy there SMALL group of listings in DUBUS or QST, while others know what they have done and had FUN.

The ARRL is a group of OLD CW HF operators that want there rules to govern all contest. They are the "BOARD" of ARRL and when the group of people on the "VUAC" put there request for rule changes in the "BOARD" will look at it in HF terms and reject them. You don't think that will happen read QST April 2007 "The World Above 50 MHz" by Gene W3ZZ  and how the bands above 50 MHZ are done just like HF. Another "The World Above 50 MHz" look at Gene talk about 160 Meters in  QST MAY 2007. What the hell does 160 have to do with above 50 MHZ. Only the HF group having there way HF RULES .

Me I will enjoy the FUN in working other stations any way I want to and not worry about rules of HF to enjoy the contest. 
So have fun and enjoy the friendship with operating and building in the VHF / UHF / SHF frequencies.

  As to the issue of self-spotting on the clusters,  it's the same as a big
  EME station anouncing before the contest that he will be  active on his
  "usual frequency."  If people know where to look, it often is  the
  difference between possible and not possible, especially with signals that
  are not audible in the first place; they ARE still decodable if you have
  some  idea where to look.
