[Moon-net] DL on 2424MHz or not?

Hi Gunter and All,
I have big QRM/noise problem in 2424 MHz band in W6. I have very difficult to hear even strong stations as JA4BLC and JA6CZD.

I am currenlty cleaning up my cellar and there I found an old regulation from the time when I made my license. It was noted that 13cm in DL is allowed from 2320-2450MHz. I could not believe and checked the latest version in internet, and there they still say it is 2320MHz-2450MHz. Is this the case only in Germany or are there other countries in Europe with such a permission?
 
So, looking forward to transmit on 2424MHz soon!
