Hi Steve, Dave & All;
Just one short comment regarding Steve's setup, using Versatile1 or 2 
CPLD PLL System a division factor is of no concern.
These PLL's will run very well at  -10dbm to at least 250Mhz minimum, 
there you work directly from the 7th overtone XTAL, of which you will 
find not 2 XTAL's regardless of Freq. will expose identical charistics.
