JT65 encodes 72 information bits including full calls and the
locator. You cannot reduce this number of bits. Furthermore,
all operators must use a CALL3.txt with identical locators.

Things are continuously changing. "Problems" are solved or
they dissipate and new ones originate. Hopefully, there will
be a necessity of discussion for ever. It is part of our
wonderful hobby.
I have a computer program in advanced stage of construction
that generates and decodes CW for EME-work. The transmitted
CW can be read by ear, but CW signals generated other than
by my program cannot be read by this program. So this CW is
purely digital. It would not be allowed to use it within a
CW contest. Very funny, you are right:
