  Heinz,

    28 MHz -> baseband (I/Q) can be done, e.g.,  with the Softrock V7 kit, a simple and inexpensive (less than 20 USD) 
kit that implements a quadrature, direct conversion receiver/mixer that many have successfully used as a last IF after 
some other rigs.
