[Moon-net] Bird Watt Meter question

In using a Bird 43 watt meter and Bird 400-1000 MHz slugs in a 23 cm 
antenna system with Andrew coax cable to a VE4MA type feed horn I am 
experiencing questionable measurements. I suspect there is an error in 
using these slugs at a 1296 frequency and I would be interested in 
comments from others using the same or similar configuration.  Also, 
what can be used as a effective "dummy" load at 1296 MHz?   I tried a 
Bird 8020 Termaline rated at 50 ohms 1000watts on 1296 MHz with
